Portable oil tanks were used to refill aircraft with engine oil.
By making the oil tanks portable, aircraft could be stored anywhere allowing more aircraft to operate from one airfield. Having heaters to warm up the oil tank made the oil thinner and easier to pump into the aircraft, especially on cold winter days.
